The Governor-General of Carolusburg and Aurea, also mentioned as Governor-General of Carolusburg (in High Sarovian: Gouvernad-Generalle eui Carolusburg y Aurea) is the federal viceregal representative of the Auro-Carodian monarch, currently King Constantine I. The king is the head of state of the Dominion of Carolusburg and other realms of the Sarovian Commonwealth , but resides in its oldest and most populous Empire, the New Sarovian Empire. The king, on the advice of his Colonial and Commonwealth Office, appoints a governor-general to administer the government of the Dominion of Carolusburg on the king's behalf, discharging most of his constitutional and ceremonial duties. The commission is for an indefinite period - known as serving At His Royal Majesty's pleasure

The office began in 295 AS, when through the Act of Reclamation and Relinquishment, Constantine IX of New Sarovian Empire became the legitimate Aurean Emperor. Thus, the former Aurean Empire was annexed to the Dominion of Carolusburg through the Territorial and Electoral Reform Act, 2022. After the Sarovian conquest under Aurea, the Sarovian monarch Constantine IX gathered former Aurean Lords members of the old Aurean House of Lords and placed them in the current Carodian Assembly of Peers. From this arose the need for a federal viceregal representative to administer the Dominion during the absence of His Royal Majesty, the King. Thus, the late Rear Admiral and 1st Duke of Burvanica, Richard Lux Vaughn (former Aurean Prince) was charged with being the 1st Governor-General of Carolusburg and Aurea. Currently, after the death of the first Governor-General Richard Lux Vaughn, his grandson, Theodor Kinwood has been appointed by His Royal Majesty the King to become the second Governor-General of Carolusburg and Aurea. The Currently Governor-General of Carolusburg and Aurea is Tsu Kinwood.

Roles[edit | edit source]

Constitutional Role[edit | edit source]

The Governor-General has several functions to perform. Among them is the Constitutional Role, which is the main function of the Governor-General, which is described through the Carodian Constitution. According to the Constitution of the Dominion, the Viceroy has the authority to grant Royal Assent to a bill that has been passed by the Carodian Assembly of Peers and the Carodian House of Commons. This occurs when the Prime Minister of Carolusburg presents the Viceregal Box at the Cabinet Meeting, where pending bills must be contained to receive Royal Assent or be vetoed if they are unconstitutional. Furthermore, in accordance with the Constitution of the Dominion of Carolusburg, if His Royal Majesty the King is outside the Dominion, it is his representative, the Governor-General, who will possess the powers and controls of the Crown.

Ceremonial Role[edit | edit source]

With most constitutional functions lent to the Cabinet, the Governor-General acts primarily in a ceremonial manner. The Governor General will receive members of Carodian royal family, as well as foreign royalty and heads of state, and will represent the King and country abroad on state visits to other nations, its need the Colonial and Commonwealth Office approval.

The governor-general is also tasked with promoting national unity and pride. The King of Carolusburg, Constantine IX stated in 295 AS after the appointment of Richard Lux as the first governor-general that "maintaining the right relationship between the Crown and the people of Carodia and Aurea is the most important function among the many duties of the appointment that you occupied with such distinction". One way to do this is to travel the country and meet with Auro-Carodians from all regions and ethnic groups in the Dominion of Carolusburg. In addition, the viceroy manages and distributes awards both from institutions such as the Carodian Football Federation and literary awards. However, it is important to note that during the election period, the governor-general will reduce these public functions, so as not to appear to be involved in political affairs, after all, the governor-general is politically neutral.

Military Role[edit | edit source]

In addition to constitutional and ceremonial functions, the Governor-General is charged with executing a Military Role. In this function, the Governor-General receives the post of Colonel-in-chief of the Governor-General's Foot Guard, thus being responsible for administering the Royal Carodian Militia in conjunction with the Colonel-of-the-Regiment.
