The Assembly of Peers is the upper house of the Imperial Parliament of the New Sarovian Empire. Much like the lower house, called the House of Commons, it convenes in Sarholm, New Sarovia, specifically at the Borhaus Palace. The Assembly is one of the oldest institutions in the entire realm, with its origins dating back to 2016 during the establishment of the Sarovian Senate.

In contrast to the House of Commons, membership in the Assembly of Peers is not acquired through election. The majority of members are appointed for life, based on political or non-political considerations, as well as through hereditary affiliation

As the upper house of the Imperial Parliament, the Assembly of Peers has many functions that resemble the House of Commons. It scrutinizes legislation, holds the government accountable, and considers and reports on public policies. Peers can also seek to introduce legislation or propose amendments to bills. While it cannot outright prevent the passage of bills, except in certain limited circumstances, it can delay the enactment of bills for up to a Stefanic Year. In this capacity, as an independent body free from the pressures of the political process, the Assembly of Peers is said to act as a 'review chamber' focused on legislative details, occasionally asking the House of Commons to reconsider its plans.

Although Peers can also serve as government ministers, they are typically chosen only for junior ministerial roles. The Assembly of Peers does not control the tenure of the Prime Minister or the HIM Government; only the House of Commons can vote to require the Prime Minister's resignation or to call an election. Unlike the House of Commons, which has a set number of seats (19), the membership of the Assembly of Peers is not fixed. Currently, it has 18 full members.

The Throne Speech is delivered in the Assembly of Peers, specifically at the Borhaus Palace, during the State Opening of Parliament. The Assembly of Peers also plays a role in the Stefanic Church, in that measures of the Church must be presented within the House by the Lords Spiritual.

Role

Legislative Function

Most legislation, with the exception of monetary bills, can be introduced in the Assembly of Peers or in the House of Commons.

The Assembly of Peers debates legislation and has the power to amend or reject bills. However, the Lords' power to reject a bill approved by the House of Commons is severely restricted by law.

Most legislation, with the exception of monetary bills, can be introduced in the Assembly of Peers or in the House of Commons. The Assembly of Peers cannot delay a money bill (a bill that, in the opinion of the Speaker of the House of Commons, relates solely to national taxation or public funds) for more than one Stefanic year.

Other public bills cannot be delayed by the Assembly of Peers for more than two parliamentary sessions or for one Stefanic year. These provisions, however, apply only to public bills originating in the House of Commons and cannot have the effect of extending a parliament beyond three stefanic years.

The Assembly of Peers is even more restricted regarding financial matters. The Assembly of Peers cannot draft a bill relating to taxation or supply (provision of funds from the treasury or exchequer) nor alter a bill to insert a provision related to taxation or supply. (However, the House of Commons often waives its privileges and allows the Upper House to make changes with financial implications.) Additionally, the Upper House cannot alter any supply law.

Relationship with the HIM Government

The Assembly of Peers does not control the Prime Minister's term or the HIM government. Only the lower house can force the Prime Minister to resign or call for elections by approving a vote of no confidence or withdrawing support. Thus, the oversight of the government by the Assembly of Peers is limited.

The majority of Cabinet ministers are from the House of Commons rather than the Assembly of Peers. In recent history, it has been very rare for significant Cabinet positions (except for the Lord Chancellor and Lord Speaker) to be filled by peers. The last to hold such a position was Albaros, Duc eui Vurgos, serving as the Minister of Culture.

Peerage of the New Sarovian Empire

The Peerage of the New Sarovia is one of the peerages of the Commonwealth, being the principal one. It encompasses the majority of nobles created within New Sarovia, replacing the former Sarovian Senate in 2016. The titles within the Peerage may or may not be hereditary, meaning they can be passed down from generation to generation. New peers continue to be created to this day.
