The purpose of the Emergency Measures Act is to allow the government to take temporary measures to ensure safety and security during national emergencies. The laws written during the period that the Emergency Measures Act is in effect must be in an appropriate format, and at the end of that period they will be voted on by Parliament. For the duration of the Emergency Measures Act, the Minister of Defense will be in command of the Imperial Armed Forces with His Imperial Majesty being the head of it. Military policy and the Constabulary will be dictated by the Minister of Defense and precedents will be upheld unless the Emperor deems it necessary.
